MINUTES SENATE COMMITTEE ON CRIMINAL JUSTICE Wednesday, October 27, 1999 2:00 p.m. Capitol Extension, Room E1.012 ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Criminal Justice was held on Wednesday, October 27, 1999, in the Capitol Extension, Room E1.012, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Kenneth Armbrister Senator Mike Jackson Senator Robert Duncan Senator Florence Shapiro Senator Jane Nelson Senator John Whitmire Senator Royce West ***** The chair called the meeting to order at 2:10 p.m. There being a quorum present, the following business was transacted: The Chairman reviewed all of the interim charges. J.P. Urrabazo of the Criminal Justice Committee staff explained Charge 1. The following members of the Texas Rangers had been invited to speak on this charge: Captain Charlie Brune, Chief Bruce Casteel and Inspector G.W. Hildebrand. Also speaking was Mr. Vincent Torres. J.P. Urrabazo explained Charge 2. Senator West requested information on Maryland's program. Brian Jammer, of the Criminal Justice Committee staff explained Charge 3. Brian Jammer explained Charge 4. Senator West requested some different perspectives on the issues. Senator Armbrister directed the staff to poll members for potential witnesses. J.P. Urrabazo explained Charge 5. Senator West suggested some resources that might be used are Prairie View A & M Juvenile Justice Institute and a Texas Department of Criminal Justice audit. Brian Jammer explained Charges 6 and 7. The Chairman explained Charge 8. Senator West suggested ways to implement this charge. Brian Jammer explained Charges 9 and 10. Charge 11 is a review of Sunset Bills passed during the 76th Legislature. There being no further business, at 3:05 p.m. Senator Armbrister moved that the Committee stand recessed subject to the call of the chair.
