MINUTES SENATE COMMITTEE ON HUMAN SERVICES Wed., Feb. 3, 1999 8:30 a.m. Senate Chamber ***** Pursuant to a notice posted in accordance with Senate Rule 11.11, a public hearing of the Senate Committee on Human Services was held on Wed., Feb. 3, 1999, in the Senate Chamber at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Judith Zaffirini, Chair None Senator John Carona, Vice Chair Senator David Bernsen Senator Mario Gallegos, Jr. Senator Chris Harris ***** The chair called the meeting to order at 8:30 a.m. There being a quorum present, the following business was transacted. The chair explained in her opening remarks that today's hearing was an organizational meeting to address the committee schedule, procedures, and rules. She presented a vice-chair's gavel to Senator John Carona; welcomed two other returning committee members, Mario Gallegos and Chris Harris; and introduced new member, David Bernsen. The chair laid out the proposed committee rules for consideration. Senator Harris moved their adoption. There being no objection, the motion prevailed by unanimous consent. The chair introduced committee staff for the 76th Legislative Session, namely, Rosa Campos, chief of staff; Chris Hudson, legislative director; Scott Caffey, committee clerk; Jamie Byrd, assistant committee clerk; Sofia Hernandez, legislative aide; Frank Kolb, legislative aide; Anne Ray, legislative aide; Pam Scott, legislative aide; Jon Weizenbaum, legislative aide; Tara Kepler, administrative aide; Dora Salazar, administrative assistant; and Stacey Gaston, graduate intern. In addition, she recognized staff from the committee members' offices, namely, Celeste May, Senator Carona's office; Kathy Golson, Senator Bernsen's office; Elizabeth Gonzalez, Senator Gallegos' office; and Darren Whitehurst, Senator Harris' office. From the Governor's office, the chair introduced Ron Lindsey, health and human services policy director; Anne Heiligenstein, health and human services policy assistant; Jim Underwood, welfare-to-work policy assistant; Cecile Young, health and human services budget director; Fred Fordyce, senior budget analyst; Lizzette Gonzalez, deputy legislative director; and from the Lt. Governor's office, Chris Britton, special assistant for health and human services policy; and Berkeley Dyer, research assistant. There being no further business, Senator Carona moved that the committee stand recessed.
