The chair laid out SB 1391 by Senator Shapleigh, relating to the allocation by the Texas Workforce Commission of certain funds for child care services, and recognized the author to explain the bill. Senator Carona sent up a committee substitute for SB 1391 and Senator Shapleigh explained the differences between it and the bill as filed.
