         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Health  
         Services was held on Tuesday, March 16, 1999, in the Capitol  
         Extension, Room E1.016, at Austin, Texas.

         The Chair called the meeting to order at 1:30 p.m.  There  
         being a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         Senator Nixon and Senator Madla. 
          
         The Chair laid out the March 9, 1999, minutes and recognized  
         Senator Moncrief who moved for their approval.  There being no  
         objection, the motion prevailed by unanimous consent. 
          
         The Chair announced that SB 51 would be left pending. 
          
         The Chair laid out SB 656 and recognized the bill's author,  
         Senator Wentworth, to explain the bill.   
          
         Senator Moncrief sent up a committee substitute; the Chair  
         recognized Senator Wentworth to explain the difference between  
         the committee substitute and the bill as filed.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         Senator Moncrief moved that SB 656 be left pending until later  
         in the meeting; without objection, it was so ordered. 
          
         The Chair laid out SB 196 and recognized the bill's author,  
         Senator Madla, to explain the bill.   
         Senator Madla sent up a committee substitute; the Chair  
  
         recognized Senator Madla to explain the difference between the  
         committee substitute and the bill as filed.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         Senator Moncrief sent up Committee Amendment 1 and moved  
         adoption; without objection, the amendment was adopted.  
          
         Senator Moncrief requested unanimous consent to incorporate  
         the amendment into a new committee substitute;  without  
         objection, it was so ordered.  Senator Madla then moved that  
         the new committee substitute be adopted; without objection, it  
         was so ordered.   
          
         Senator Madla moved that SB 196 do not pass, but that CSSB 196  
         be reported back to the Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a vote of 5  
         ayes, 0 nays, 0 present not voting, and 0 absent.   
          
         The Chair laid out SB 358 and recognized the bill's author,  
         Senator Madla, to explain the bill.  Senator Madla sent up a  
         committee substitute; the Chair recognized Senator Madla to  
         explain the difference between the committee substitute and  
         the bill as filed.  
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         Senator Lindsay sent up Committee Amendment 1 and moved  
         adoption; without objection, the amendment was adopted.   
          
         Senator Madla sent up Committee Amendment 2 and moved  
         adoption; without objection, the amendment was adopted.   
          
         Senator Nelson sent up Committee Amendment 3 and moved  
         adoption; without objection, the amendment was adopted.  
          
         Senator Madla requested unanimous consent to incorporate  
         amendments into a new committee substitute;  without  
         objection, it was so ordered.  Senator Madla then moved that  
         the new committee substitute be adopted; without objection, it  
         was so ordered.   
          
         Senator Madla moved that SB 358 do not pass, but that CSSB 358  
         be reported back to the Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a vote of 5  
         ayes, 0 nays, 0 present not voting, and 0 absent.   
          
         The Chair laid out SB 656, left pending earlier in the  
         meeting, for further consideration.  
         Senator Moncrief sent up Committee Amendment 1 and moved  
         adoption; without objection, the amendment was adopted.  
          
         Senator Moncrief requested unanimous consent to incorporate  
  
         the amendment into a new committee substitute;  without  
         objection, it was so ordered.  Senator Moncrief then moved  
         that the new committee substitute be adopted; without  
         objection, it was so ordered.   
          
         Senator Moncrief moved that SB 656 do not pass, but that CSSB  
         656 be reported back to the Senate with the recommendation  
         that it do pass and be printed.  The motion carried with a  
         vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.   
          
         The Chair laid out SB 524 and recognized the bill's author,  
         Senator Moncrief, to explain the bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         Senator Moncrief moved that SB 524 be reported favorably to  
         the Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a vote of 3 ayes, 0 nays, 2  
         present not voting, and 0 absent.   
          
         The Chair laid out SB 730 and recognized the bill's author,  
         Senator Madla, to explain the bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         Senator Madla moved that SB 730 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.   
         The motion carried with a vote of 5 ayes, 0 nays, 0 present  
         not voting, and 0 absent.   
          
         Senator Madla moved that the bill be recommended for placement  
         on the Local & Uncontested Calendar; without objection, it was  
         so ordered.   
          
         The Chair laid out SB 780 and recognized the bill's author,  
         Senator Madla, to explain the bill.

         Senator Madla moved that SB 780 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.

         objection, it was so ordered. 
          
         There being no further business, at 4:24 p.m., the Chair moved  
         that the Committee stand recessed, subject to the call of the
