The following members arrived after the roll was called: Senator Nixon and Senator Madla. The Chair laid out the March 9, 1999, minutes and recognized Senator Moncrief who moved for their approval. There being no objection, the motion prevailed by unanimous consent. The Chair announced that SB 51 would be left pending. The Chair laid out SB 656 and recognized the bill's author, Senator Wentworth, to explain the bill. Senator Moncrief sent up a committee substitute; the Chair recognized Senator Wentworth to explain the difference between the committee substitute and the bill as filed.
