         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Health  
         Services was held on Tuesday, April 13, 1999, in the Capitol  
         Extension, Room E1.016, at Austin, Texas.

         The Chair called the meeting to order at 1:34 p.m.  The last  
         vote of the committee reflecting a quorum being present, the  
         following business was transacted.   
          
         The following members arrived after the roll was called:   
         none. 
          
         The Chair laid out the April 6,1999, minutes and recognized  
         Senator Nixon who moved for their approval.  There being no  
         objection, the motion prevailed by unanimous consent. 
          
         The Chair postponed consideration of SB 377 for one week. 
          
         The Chair laid out SB 1206 and recognized the bill's author,  
         Senator Cain, to explain the bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         The Chair moved that SB 1206 be left pending to await a  
         quorum; without objection,  it was so ordered.  Upon arrival  
         of a quorum, Senator Lindsay moved that SB 1206 be reported  
         favorably to the Senate with the recommendation that it do  
         pass and be printed.  The motion carried with a vote of 5  
         ayes, 0 nays, 0 present not voting, and 0 absent.  
          
         Senator Lindsay moved that the bill be recommended for  
         placement on the Local & Uncontested Calendar; without  
  
         objection, it was so ordered.   
          
         The Chair laid out SB 1207 and recognized the bill's author,  
         Senator Cain, to explain the bill.

         The Chair moved that SB 1207 be left pending; without  
         objection, it was so ordered.  
          
         The Chair laid out SB 1618 and recognized the author, Senator  
         Cain, to explain the bill.   
          
         Senator Lindsay sent up a committee substitute; the Chair  
         recognized Senator Cain to explain the difference between the  
         committee substitute and the bill as filed.  Senator Lindsay  
         moved adoption of the committee substitute; without objection,  
         it was so ordered.

         objection, it was so ordered.

         the absence of the author, to explain the bill.

         At 2:27 p.m., Senator Nelson resumed the chair.

         Senator Ellis, to explain the bill.   
          
         Senator Lindsay sent up a committee substitute; the Chair  
         recognized Senator Ellis to explain the difference between the

         recommendation that it do pass and be printed.  The motion  
         carried with a vote of 5 ayes, 0 nays, 0 present not voting,  
         and 0 absent.   
          
         Senator Moncrief moved that the bill be recommended for  
         placement on the Local & Uncontested Calendar; without  
         objection, it was so ordered.   
          
         At 2:34 p.m., Senator Lindsay assumed the chair.   
          
         The Chair laid out SB 567 and recognized Senator Nelson, in  
         the absence of the author, to explain the bill.

         Senate with the recommendation that it do pass and be printed.

         recognized Senator Nixon to explain the difference between the

         Senator Nixon moved that the bill be recommended for placement  
         on the Local & Uncontested Calendar; without objection, it was

         absence of the author, to explain the bill.   
          
         Senator Nixon sent up a committee substitute; the Chair

         committee substitute be adopted; without objection, it was so  
         ordered.   
          
         Senator Nixon moved that SB 982 do not pass, but that CSSB 982  
         be reported back to the Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a vote of 5  
         ayes, 0 nays, 0 present not voting, and 0 absent.   
          
         Senator Nixon moved that the bill be recommended for placement  
         on the Local & Uncontested Calendar; without objection, it was  
         so ordered.

         objection, it was so ordered.

         objection, it was so ordered.

         the absence of the author, to explain the bill.

         Senator Nelson moved that SB 664 be left pending; without  
         objection, it was so ordered. 
          
         There being no further business, at 3:12 p.m., Senator Nixon  
         moved that the Committee stand recessed, subject to the call
