         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Health  
         Services was held on Thursday, May 13, 1999, in the Capitol  
         Extension, Room E1.028, at Austin, Texas.

         The Chair called the meeting to order at 3:30 p.m.    The last  
         vote of the committee reflecting a quorum being present, the  
         following business was transacted.   
          
         The following members arrived after the roll was called:   
         none. 
          
         At 3:31 p.m., Senator Moncrief assumed the chair.   
          
         The Chair laid out HB 580 and recognized the Senate sponsor,  
         Senator Nelson, to explain the bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         The Chair moved that HB 580 be left pending to await a quorum;  
         without objection, it was so ordered.  Upon arrival of a  
         quorum, Senator Nelson moved that HB 580 be reported back to  
         the Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a vote of 5 ayes, 0 nays, 0  
         present not voting, and 0 absent.   
          
         The Chair laid out HB 2914 and recognized the Senate sponsor,  
         Senator Nelson, to explain the bill.

         the absence of the Senate sponsor, to explain the bill.   
          
         Senator Moncrief sent up Committee Amendment 1 and moved  
         adoption; without objection, the amendment was adopted.

         quorum; without objection it was so ordered.  Upon arrival of  
         a quorum, Senator Lindsay moved that HB 2236, as amended, be

         pass and be printed.  The motion carried with a vote of 5  
         ayes, 0 nays, 0 present not voting, and 0 absent.

         Senator Moncrief moved that the bill be recommended for

         the absence of the Senate sponsor, to explain the bill.

         Senator Moncrief moved that the bill be recommended for  
         placement on the Local & Uncontested Calendar; without  
         objection, it was so ordered.   
          
         At 4:22 p.m., Senator Nelson resumed the chair.   
          
         The Chair laid out HB 143 and recognized Senator Moncrief, in  
         the absence of the Senate sponsor, to explain the bill.   
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         Senator Moncrief sent up a committee substitute; the Chair  
         recognized Senator Moncrief to explain the difference between  
         the committee substitute and the bill as filed.  Senator  
         Moncrief moved adoption of the committee substitute; without  
         objection, it was so ordered. 
          
         Senator Moncrief moved that HB 143 do not pass, but that CSHB  
         143 be reported back to the Senate with the recommendation  
         that it do pass and be printed.  The motion carried with a  
         vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.   
          
         The Chair made a motion to reconsider the vote by which the  
         committee reported HB 1513 and HB 3504 in Tuesday's meeting.  
         There being no objection, the Chair laid out HB 1513 and  
         recognized Senator Moncrief  who sent up a committee  
         substitute. 
          
         Senator Moncrief then sent up Committee Amendment 1 and moved  
         adoption; without objection, the amendment was adopted.   
          
         Senator Moncrief requested unanimous consent to incorporate  
         the amendment into the committee substitute;  without  
         objection, it was so ordered.  Senator Moncrief then moved  
         that the new committee substitute be adopted; without  
         objection, it was so ordered.   
          
         Senator Moncrief moved that HB 1513 do not pass, but that CSHB  
         1513 be reported back to the Senate with the recommendation  
         that it do pass and be printed.  The motion carried with a  
         vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.   
          
         The Chair then laid out HB 3504 and recognized Senator  
         Moncrief  who sent up a committee substitute. 
          
         Senator Moncrief then sent up Committee Amendment 1 and moved  
         adoption; without objection, the amendment was adopted.   
          
         Senator Moncrief requested unanimous consent to incorporate  
         the amendment into the committee substitute;  without  
         objection, it was so ordered.  Senator Moncrief then moved  
         that the new committee substitute be adopted; without  
         objection, it was so ordered.   
          
         Senator Moncrief moved that HB 3504 do not pass, but that CSHB  
         3504 be reported back to the Senate with the recommendation  
         that it do pass and be printed.  The motion carried with a  
         vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.   
          
         The Chair advised that HB 3469 had been tagged pursuant to  
         Senate Rule 11.19 and would not be heard. 
          
         There being no further business, at 4:44 p.m., Senator  
         Moncrief moved that the Committee stand recessed, subject to  
         the call of the Chair.  Without objection, it was so ordered.
