Governor's Committee Room ***** Pursuant to a notice posted in accordance with Senate Rule 11.11, a public hearing of the Senate Committee on Veteran Affairs & Military Installations was held on Monday, April 19, 1999 in Lt. Governor's Committee Room, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Carlos F. Truan Senator Gregory Luna Senator Troy Fraser Senator Steve Ogden Senator Eliot Shapleigh ***** The Chair called the hearing to order at 11:15 am. Chairman Truan laid out SB 1426, relating to the board of directors of the Lubbock Reese Redevelopment Authority, SB 1427, relating to the powers of the Lubbock Reese Redevelopment Authority, including the power of eminent domain, the imposition of taxes, and the issuance of bonds, and SB 1428, relating to the legal description of land in the Lubbock Reese Redevelopment Authority. Senator Duncan, the author, was recognized to explain the bills. Testifying as witnesses, on all three bills, were Ms. Anita Burgess and Mr. Richard Burdine from the City of Lubbock, and Mr. Eddie McBride, from the Lubbock Reese Redevelopment Authority. Senators Fraser and Shapleigh were recognized for questions. Senator Fraser sent up the Committee Substitute for SB 1428 and moved adoption; without objection, the Substitute was adopted. Senator Fraser moved that SB 1426 be reported favorably out of committee with the recommendation that it do pass and be printed. The motion carried with a vote of 3 ayes, no nays, and 2 absent Senator Fraser moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was ordered. Senator Fraser moved that SB 1427 be reported favorably out of committee with the recommendation that it do pass and be printed. The motion carried with a vote of 3 ayes, no nays, and 2 absent. Senator Fraser moved that SB 1428 be reported favorably out of committee with the recommendation that it do pass and be printed. The motion carried with a vote of 3 ayes, no nays, and 2 absent. Senator Fraser requested unanimous consent to certify SB 1428 for Local & Uncontested Calendar; without objection, it was so ordered. The Chair laid out pending bill, SB 655, relating to the creation of a defense base development authority; validating certain acts of a defense base development corporation; granting the right to issue bonds, and recognized its author, Senator Madla. Testifying as resource witnesses were Mr. Bob Bearden, Mr. James LeBas, Mr. Bernie Little, and Mr. Dan Wilson, from the Comptroller's office. Senators Fraser, Ogden, and Shapleigh were recognized for questions. Senator Ogden moved that SB 655 be reported favorably out of committee to the full Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 4 ayes, no nays, and 1 absent. Chairman Truan laid out pending SCR 45, urging the Veterans' Land Board to establish a veterans home in El Paso County, and recognized its author, Senator Shapleigh, to explain the bill. Senator Shapleigh sent up a Committee Substitute for SCR 45 and moved for adoption; there being no objection, it was so ordered. Senator Shapleigh sent up an Amendment to the Committee Substitute and moved for adoption; there being no objection, it was ordered. Senator Shapleigh moved that the original SCR 45 do not pass, but the Committee Substitute adopted in lieu thereof, be reported favorably out of committee, as amended with the recommendation that it do pass and be printed. The motion carried with a vote of 4 ayes, no nays, and 1 absent. The Chairman moved that the adoption of the minutes be held until the next hearing. The Chair laid out SB 1621 relating to registration fees for surviving spouses of certain military veterans, and recognized its author, Senator Fraser, to explain the bill. There being no testimony or questions, the hearing was closed. Senator Fraser moved that SB 1621 be reported favorably to the full Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 4 ayes, no nays, and 1 absent. Senator Fraser requested unanimous consent to certify the bill for the Local & Uncontested Calendar; without objection, it was so ordered. There being no further business, at 12:10 p.m., Senator Fraser moved the committee stand recessed subject to call of the Chair.
