         Pursuant to a notice posted in accordance with Senate  
         Rule 11.11, a public hearing of the Senate Committee on  
         Veteran Affairs & Military Installations was held on  
         Thursday, May 6, 1999 at Senator Truan's desk on the  
         floor of the Senate, State Capitol, Austin, Texas.

         Senator Steve Ogden 
         Senator Eliot Shapleigh

         The Chair called the meeting to order at 12:15 pm.  
          
         The Clerk called the roll.  A quorum was present. 
          
         Chairman Truan laid out HCR 134,  and recognized the  
         Senate sponsor,  Senator Shapleigh, to explain the  
         resolution.  
          
         Senator Shapleigh sent up a Committee Substitute for HCR  
         134 and moved its adoption.    There being no objections,  
         it was so ordered. 
          
         Senator Shapleigh moved that CSHCR 134 be reported  
         favorably to the  full Senate with the recommendation  
         that it do pass and be printed.  The motion carried with  
         a vote of 4 ayes, 0 nays, and 1 absent. 
          
         Senator Shapleigh requested unanimous consent to certify  
         CSHCR 134 for the Local & Uncontested Calendar; without  
         objection, it was so ordered. 
          
         Senator Ogden sent up Amendment #1 to SB 1902.  Chairman  
         Truan moved that the Amendment be adopted.  There being  
         no objection, it was so ordered. 
          
         There being no questions or testimony, the hearing on SB  
         1902 was closed. 
  
         Senator Ogden moved that SB 1902 be reported favorably to  
         the full Senate with the recommendation that it do pass  
         and be printed.  The motion carried with a vote of 4  
         ayes, 0 nays,  and 1 absent. 
          
         There being no further business at 12:22 p.m., Senator  
         Fraser moved that the Senate  committee on Veteran  
         Affairs  and Military Installations stand recessed  
         subject to the call of the Chair.  Without objection, it  
         was so ordered.
