                       SENATE COMMITTEE ON VETERAN AFFAIRS 
                           AND MILITARY INSTALLATIONS

         Pursuant to a notice posted in accordance with Senate  
         Rule 11.11, a public hearing of the Senate Committee on  
         Veteran Affairs & Military Installations was held on  
         Wednesday, May 12, 1999 at  Senator Truan's desk on the  
         floor of the Senate, State Capitol, Austin, Texas.

         Senator Carlos F. Truan                 Senator Gregory Luna 
         Senator Troy Fraser 
         Senator Steve Ogden 
         Senator Eliot Shapleigh

         The Chair called the meeting to order at 12:55 pm.    
          
         The Clerk called the roll.  A quorum was present. 
          
         Chairman Truan laid out HB 3425, and recognized Senator  
         Ogden to explain the bill on behalf of Senator Shapleigh.   
          
         There being no questions or testimony, the hearing was  
         closed.  Senator Ogden moved that HB 3425 be reported  
         favorably to the full Senate with the recommendation that  
         it do pass and be printed.  The motion carried with a  
         vote of 4 ayes, 0 nays, and 1 absent. 
          
         Senator Ogden requested unanimous consent to certify the  
         bill for the Local & Uncontested Calendar; without  
         objection, it was so ordered. 
          
         Chairman Truan turned the gavel over to Senator Ogden to  
         preside at the hearing at this time.  Senator Ogden, the  
         Chair, laid out HCR 141, and recognized its sponsor,  
         Senator Truan to explain the resolution. 
          
         There being no questions or testimony, the hearing was  
         closed.  Senator Fraser moved that HCR 141 be reported  
         favorably to the full Senate with the recommendation that  
         it do pass and be printed.  The motion carried with a  
         vote of 4 ayes, 0 nays, and 1 absent. 
  
         Senator Truan requested unanimous consent to certify  HCR  
         141 for the Local & Uncontested Calendar; without  
         objection, it was so ordered. 
          
         Senator Ogden, the Chair, laid out HB 1070, and  
         recognized its sponsor, Senator Truan to explain the  
         bill.  There being no questions or testimony, the hearing  
         was closed. 
          
         Senator Truan moved that HB 1070 be reported favorably to  
         the full Senate with the recommendation that it do pass  
         and be printed.  The motion carried with a vote of 4  
         ayes, 0 nays, and 1 absent. 
          
         Senator Shapleigh requested unanimous consent to certify  
         HB 1070 for the Local & Uncontested Calendar; without  
         objection, it was so ordered. 
          
         Senator Ogden turned to gavel back to Senator Truan to  
         preside at the hearing at this time. 
         There being no further business, at 12:59 p.m., Senator  
         Fraser moved that the Senate Committee on Veterans  
         Affairs and Military Installations stand recessed subject  
         to the call of the Chair.  Without objection, it was so  
         ordered.
