                  SENATE COMMITTEE ON BORDER AFFAIRS - SPECIAL 
                             Thursday, March 4, 1999

         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Border  
         Affairs - Special was held on Thursday, March 4, 1999 in the  
         Capitol Building, Room 2E.20, at Austin, Texas.

         The Chair called the meeting to order at 8:30 am.  The  
         following business was transacted.   
          
         The following members arrived after the roll was called:   
         Senator Bivins, Senator Sibley, and Senator Shapleigh. 
          
         The Chair laid out SB 76 and recognized the author, Senator  
         Truan, to explain the bill. 
          
         Senator Truan sent up a committee substitute.   
          
         The Chair recognized Senator Truan to explain the committee  
         substitute. 
          
         The Chair moved that the Committee Substitute for SB 76 be  
         adopted.  There being no objection, it was so ordered. 
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list. 
          
         Senator Truan asked that SB 76 be reported favorably to the  
         full Senate as substituted once the Committee receives the  
         revised fiscal note that shows no fiscal implication.      
          
         Senator Truan moved that SB 76 be reported favorably to the  
         full Senate as substituted with the recommendation that it do  
         pass and be printed.  The motion carried with a vote of 6  
         ayes, 0 nays, 0 present not voting, and 1 absent. 
          
         The Chair laid out SCR 2 and recognized the author, Senator  
         Truan, to explain the bill. 
  
         Witnesses testifying and registering on the bill are shown on  
         the attached list. 
          
         Senator Truan moved that SCR 2 be reported favorably to the  
         full Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a vote of 6 ayes, 0 nays, 0  
         present not voting, and 1 absent. 
          
         Senator Truan requested unanimous consent to certify the bill  
         for Local & Uncontested Calendar;  without objection, it was  
         so ordered. 
          
         The Chair laid out SB 627 and recognized the author, Senator  
         Truan, to explain the bill. 
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list. 
          
         Senator Bivins moved that SB 627 be reported favorably to the  
         full Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a vote of 6 ayes, 0 nays, 0  
         present not voting, and 1 absent. 
          
         Senator Bivins requested unanimous consent to certify the bill  
         for Local & Uncontested Calendar;  without objection, it was  
         so ordered. 
          
         Senator Truan  made reference to an article on Comptroller  
         Rylander in the Austin American Statesman. 
          
         A discussion followed. 
          
         Senator Truan moved that the Committee unanimously agree to  
         thank Comptroller Rylander for her work.  Senator Truan also  
         moved that the Chair write Comptroller Rylander a letter on  
         behalf of the Committee.  
          
         Senator Truan moved that Chairman Lucio, on behalf of the  
         Committee,  write a letter to the Governor of Chihuahua  
         regarding an article in the newspaper on teenage drinking  
         along the border.  There being no objection, it was so  
         ordered. 
          
         The Chair recognized Dr. Laurance N. Nickey with the Texas  
         Medical Association.  Dr. Nickey gave testimony on health  
         problems in regards to the border region. 
          
         There being no further business, at 10:00 am Senator Lucio,  
         Jr. moved that the Committee stand recessed subject to the  
         call of the Chair.  Without objection, it was so ordered.
