MINUTES SENATE COMMITTEE ON BORDER AFFAIRS - SPECIAL Thursday, March 11, 1999 8:30 am Capitol Building, Room 2E.20 ***** Pursuant to a notice posted in accordance with Senate Rule 11.11, a public hearing of the Senate Committee on Border Affairs - Special was held on Thursday, March 11, 1999 in the Capitol Building, Room 2E.20, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Eddie Lucio, Jr. Senator Teel Bivins Senator David Sibley Senator Robert Duncan Senator Eliot Shapleigh Senator Carlos Truan Senator Judith Zaffirini ***** The Chair called the meeting to order at 8:35 am. The following business was transacted. The following members arrived after the roll was called: Senator Sibley, Senator Shapleigh, and Senator Truan. The Chair gave opening remarks on the good work that Lieutenant Governor Perry and Governor Bush have done regarding the Border. The Chair recognized Commissioner Archer with the Texas Department of Health. Commissioner Archer gave testimony on health issues relating to the Border. Senator Truan recognized Judge Salinas. The Chair recognized Johnnie Morales with the Speaker's Office. Senator Zaffirini moved that the Minutes from the previous hearing be adopted; without objection, it was so ordered. The Chair laid out SB 77 and recognized the author, Senator Truan, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. The Chair stated that he would leave SB 77 pending for a few minutes. At 9:32 am Senator Sibley assumed the chair. Senator Sibley laid out SB 934 and recognized the author, Senator Lucio, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. Senator Lucio recognized Chairman Julius Collins with the Brownsville Navigation District. Senator Lucio moved that SB 934 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 5 ayes, 0 nays, 0 present not voting, and 2 absent. Senator Lucio moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. At 9:40 am Senator Lucio resumed the chair. The Chair laid out SB 210 and recognized the author, Senator Truan, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. Senator Truan moved that SB 210 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 5 ayes, 0 nays, 0 present not voting, and 2 absent. Senator Truan moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
