         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Border  
         Affairs - Special was held on Friday, April 16, 1999 in the  
         Capitol Building, Room 2E.20, at Austin, Texas.

         The Chair called the meeting to order at 11:10 am.  There  
         being a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:  
         Senator Shapleigh 
          
         The Chair announced that he would ask for the adoption of the  
         minutes from the previous hearing, on April 15, 1999, at the  
         next hearing.      
          
         Senator Truan moved that SB 1703 be recommended for placement  
         on the Local & Uncontested Calendar; without objection, it was  
         so ordered.   
          
         At 11:11 am Senator Sibley assumed the chair.   
          
         Senator Sibley laid out SB 966 and recognized the author,  
         Senator Lucio, to explain the bill.   
          
         Senator Sibley laid out SJR 45 and recognized the author,  
         Senator Lucio, to explain the bill.   
          
         Witnesses testifying and registering on SB 966 are shown on  
         the attached list.

         At 11:51 am Senator Duncan assumed the chair.   
          
         At 11:57 am Senator Zaffirini assumed the chair.   
          
         Senator Lucio  moved that SB 966 be left pending; without  
         objection, it was so ordered.   
          
         Senator Lucio  moved that SJR 45 be left pending; without  
  
         objection, it was so ordered. 
          
         There being no further business, at 12:22 pm Senator Shapleigh  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
