         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Border  
         Affairs - Special was held on Thursday, May 13, 1999 in the  
         Capitol Building, Room 2E.20, at Austin, Texas.

         The Chair called the meeting to order at 8:35 am.  
          
         The following members arrived after the roll was called:  
         Senator Shapleigh. 
          
         At 8:36 am Senator Zaffirini assumed the chair.   
          
         Senator Zaffirini laid out SCR 75 and recognized the author,  
         Senator Lucio,  to explain the bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         At 8:37 am Senator Sibley assumed the chair.   
          
         Senator Lucio moved that SCR 75 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.   
         The motion carried with a vote of 6 ayes, 0 nays, 0 present  
         not voting, and 1 absent.   
          
         At 8:40 am Senator Lucio resumed the chair.   
          
         Senator Zaffirini moved that the minutes from the previous  
         hearing be adopted, providing that  non substantive changes be  
         made; without objection, it was so ordered.    
          
         At 8:42 am Senator Sibley resumed the chair.   
          
         Senator Sibley  laid out HB 496 and recognized the Senate  
         sponsor, Senator Lucio, to explain the bill.   
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         Senator Lucio moved that HB 496 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.   
         The motion carried with a vote of 6 ayes, 0 nays, 0 present  
         not voting, and 1 absent.   
          
         Senator Sibley  laid out HB 1517 and recognized the Senate  
         sponsor, Senator Lucio, to explain the bill.   
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         Senator Lucio moved that HB 1517 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.   
         The motion carried with a vote of 6 ayes, 0 nays, 0 present  
         not voting, and 1 absent.   
          
         At 8:49 am Senator Lucio resumed the chair.   
          
         The Chair laid out HB 1918 and recognized the Senate sponsor,  
         Senator Shapleigh, to explain the bill.  Senator Shapleigh  
         sent up a committee substitute; the Chair recognized Senator  
         Shapleigh to explain the difference between the committee  
         substitute and the bill as filed.  Senator Shapleigh moved  
         adoption of the committee substitute, without objection, it  
         was so ordered. 
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         Senator Shapleigh moved that  HB 1918 do not pass but that  
         CSHB 1918 be reported back to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a vote of 5 ayes, 0 nays, 0 present not voting,  
         and 2 absent.   
          
         Senator Shapleigh moved that the bill be recommended for  
         placement on the Local & Uncontested Calendar; without  
         objection, it was so ordered.   
          
         The Chair laid out HB 564 and recognized the Senate sponsor,  
         Senator Shapleigh, to explain the bill.   
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         Senator Shapleigh moved that HB 564 be reported favorably to  
         the Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a vote of 5 ayes, 0 nays, 0  
         present not voting, and 2 absent.   
          
         Senator Shapleigh moved that the bill be recommended for  
         placement on the Local & Uncontested Calendar; without  
         objection, it was so ordered.   
          
         The Chair laid out HB 3467 and recognized the Senate sponsor,  
         Senator Shapleigh, to explain the bill.   
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         Senator Shapleigh moved that HB 3467 be reported favorably to  
         the Senate with the recommendation that it do pass and be  
  
         printed.  The motion carried with a vote of 5 ayes, 0 nays, 0  
         present not voting, and 2 absent.   
          
         Senator Shapleigh moved that the bill be recommended for  
         placement on the Local & Uncontested Calendar; without  
         objection, it was so ordered.   
          
         Senator Truan moved that SCR 75, HB 496, and HB 1517  be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.   
          
         A brief discussion regarding the Committee followed. 
          
         There being no further business, at 9:15 am the Committee  
         recess subject to the call of the Chair.  Without objection,  
         it was so ordered.
