Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Border
Affairs - Special was held on Tuesday, February 22, 2000, at the
Irving Arts Center in Irving, Texas.

The Senate Committee on Border Affairs and the Senate Committee
on State Affairs held a joint hearing. Senator Shapiro and
Senator Lucio chaired the Joint Hearing.
Senator Lucio called the meeting to order at 1:12 p.m. The
following business was transacted:
Senator Lucio gave opening remarks.
Mr. Patrick Drennon, representing the Design-Build Institute of
America, testified on interim charge #1.
Chairman David Laney, representing the Texas Transportation
Commission, testified on interim charge #1.
Mr. Robert Daigh, representing the Texas Turnpike Authority
Division of the Texas Department of Transportation, testified on
interim charge #1.
Mr. Bob Lanham, representing the Associated General Contractors
of Texas, testified on interim charge #1.
At 1:50 p.m. Senator Shapiro assumed the chair.
Mr. James Randall, representing the Texas Department of
Transportation, testified on interim charge #1.
Mr. Mark Yachmetz, representing the Federal Railroad
Administration, testified on interim charge #1.
At 2:50 p.m. Senator Lucio assumed the chair.
Commissioner Robert L. Nichols, representing the Texas
Transportation Commission, testified on interim charge #1.
Mr. Harold Weddle, representing the Burlington Northern Santa Fe
Railway, testified on interim charge #1.
At 3:00 p.m. Senator Shapiro assumed the chair.
Mr. Christopher Aadnesen, representing the Texas Mexican Railway
Company, testified on interim charge #1.
Mr. Dennis Kearns, representing the Burlington Northern Santa Fe
Railway, testified on interim charge #1.
Mr. John Helsley, representing the Rail District Advisor, Inc.,
testified on interim charge #1.
Mr. Alvin Luedecke, representing the Texas Department of
Transportation, testified on interim charge #1.
Mr. Clint Winters, representing the Office of the Texas
Comptroller of Public Accounts, testified on interim charge #1.
Ms. Pamela Bailey-Campbell, representing the Comptroller in
Boulder Colorado and Hagler Bailly, testified on interim charge
#1.
Mr. James Crites, representing the Dallas/Fort Worth
International Airport, testified on interim charge #1.
Mr. Vic Suhm, representing the North Texas Commission and the
Texas Transportation Funding Coalition, testified on interim
charge #1.
Mr. Ron Davis, representing the First Southwest Company,
testified on interim charge #1.
Mr. Bob Cass, representing TEX-21, testified on interim charge
#1.
Mr. Grady Smithey, representing self, testified on interim
charge #1.
Mr. Lee Jackson, representing Dallas County and the Dallas
County Regional Mobility Coalition, testified on interim charge
#1.
Senator Shapleigh requested that TxDOT provide a NAFTA DEMAND
Model and a list of potential sources of federal funding.
There being no further business, at 4:30 p.m. Senator Lucio
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
