         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the on Blue Ribbon Task Force on the  
         Uninsured was held on Wednesday, May 10, 2000, in the Baylor  
         Medical Center, Truett Hospital , Dallas, Texas

         Representative Kip Averitt was also in attendance and  
         participated with the task force. 
          
         Senator David Bernsen, the acting chair, called the meeting to  
         order at 9:40 a.m.  There being a quorum present, the following  
         business was transacted:   
          
         Senator Shapleigh moved adoption of the minutes from the  
         previous hearing held on March 21, 2000; without objection, it  
         was so ordered.   
          
         The next order of business was to hear invited testimony.   
         Listed in order of their testimony are the following: 
          
         Dr. John Goodman, National Center for Policy Analysis (Testimony  
         attached) 
         Phyllis Coombes, Office of the Comptroller of Public Accounts  
         (Testimony attached) 
         Reginald Gates, Texas Association of African-American Chamber of  
         Commerce & Dallas African-American Chamber of Commerce 
         Mollie L. Hines, Oldcastle Glass Inc.  (Handout from the Texas  
         Association of Business & Chambers of Commerce) 
         Ralph R. Kimmich, Southwest Airlines Company 
         Parrish Chapman, Vice President, Chapman Company 
         Allen Gehrki, Morris Temple Financial Services 
         Amy McGee Polasky, Council for Affordable Health Insurance  
         (Testimony attached) 
          
         There were many questions and exchanges between the speakers and  
         task force members during the above testimony.  After the  
  
         invited testimony Senator Bernsen called for public testimony. 
          
         Listed in order of their testimony are the following: 
          
         Dr. Ron Anderson, Parkland Health and Hospital System (Testimony  
         attached) 
         Sandra Curphey, Diabetes Partnership/Coalition of Health  
         Services 
         Greg Zarbo, Mental Health Association of Dallas 
         Kelly Hart, Planned Parenthood 
         Susan Wiggers, Herself and diabetic patients.  She is a Diabetes  
         Consultant and Registered Nurse. 
         Don Levit, Himself and all parties 
          
         There were questions and exchange between the speakers and task  
         force during the above testimony. 
          
         There being no further business, at 4:00 p.m. Senator Bernsen  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
