The committee will meet in a public hearing in the Fine Arts Center
of Kingwood College, 20000 Kingwood Drive, Kingwood, Texas, to
discuss the following interim charges:

  Study the ability of counties to provide for appropriate growth and
  development in unincorporated areas while balancing private property
  rights.  Study the regulation of billboards placed along highways.


Invited testimony will be followed by public testimony.
