Amend CSHB 459 as follows:
      (1)  On page 2, line 1, strike "or" and substitute "<or>".
      (2)  On page 2, line 3, strike the period and substitute ";
or".
      (3)  On page 2, between lines 3 and 4, insert the following:
            (4)  does not  establish financial need as determined
by coordinating board rule.
