Amend CSHB 788 by striking all below the enacting clause and substituting the following: SECTION 2. (a) The following entities shall jointly conduct a comprehensive study of the economic effect of fuel ethanol and biodiesel production in this state: (1) the Department of Agriculture; (2) the state energy conservation office of the office of the comptroller; (3) the Texas Department of Economic Development; (4) the Office of Rural Community Affairs, if legislation establishing that office is enacted by the 77th Legislature, Regular Session, 2001, and becomes law; and (5) the Agriculture Policy Board, if legislation establishing that board is enacted by the 77th Legislature, Regular Session, 2001, and becomes law. (b) Not later than January 1, 2003, a report of the study must be filed with the governor, the lieutenant governor, and the speaker of the house of representatives. SECTION 3. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2001.
