Amend CSHB 2159 as follows:
      (1)  On page 1, line 16, insert the following after the
period:  "This subsection expires September 1, 2013."
      (2)  On page 1, line 17, between "SECTION 2." and "Subsection
A", insert "(a)".
      (3)  On page 3, line 19, between "credit health and accident
insurance" and the period, insert ", including commission rates and
how those rates are paid or charged.  If the proposed rate
represents a rate increase, the insurer shall specify the amount of
and the reason for the increase.  The commissioner may reject any
rate increase if the commissioner finds that the increase is not
actuarially justified.
      (4)  On page 5, between lines 6 and 7, insert the following:
      (b)  The changes made by this Act to Subsection A, Section 8,
Article 3.53, Insurance Code, expire September 1, 2005.
      (5)  On page 5, line 7, between "SECTION 3." and "Section
40.003(c)", insert "(a)".
      (6)  On page 5, between lines 19 and 20, insert the
following:
      (b)  The changes made by this Act to Section 40.003(c),
Insurance Code, expire September 1, 2005.
      (7)  On page 5, between lines 19 and 20, insert the
following:
      SECTION 4. Before January 31, 2005, the commissioner of
insurance, in consultation with the office of public insurance
counsel, shall submit a report to the 79th Legislature regarding
the effect of the changes made to Article 3.53, Insurance Code, by
HB 2159 , Acts of the 77th Legislature, Regular Session, 2001, on
rates for credit life and accident and health insurance in this
state.
      (8)  On page 5, line 20, strike "SECTION 4" and substitute
"SECTION 5".
