Amend HB 2453 by striking Section 1 and substituting a new
Section 1 to read as follows:
      SECTION 1.  Section 164.007(f), Natural Resources Code, is
amended to read as follows:
      (f)  Bonds issued under this chapter for a purpose other than
buying back or refunding general obligation bonds issued under
Article III, Section 49-b, 49b-1, or 49b-2, of the Texas
Constitution may not in the aggregate exceed $1 billion.
