Amend HB 2571, Section 3.02 (On page 12, engrossed version)
by adding new subsection as follows:
      (c)  In implementing this section, if the district adopts
rules that apply to electric, gas and telecommunications
facilities, pipes and lines, the rules must be consistent with and
no more stringent than state or federal requirements.
