      Amend CSHB 2912 by inserting the following new article, with
the article and sections in the article appropriately numbered, and
renumbering subsequent articles and sections of the bill
appropriately:
             ARTICLE ___.  LITTER AND WASTE; RECYCLING
      Sec. ___.01.  DEFINITIONS.  In this article:
            (1)  "Commission" means the Texas Natural Resource
Conservation Commission.
            (2)  "Recycling" has the meaning assigned by Section
361.003, Health and Safety Code.
      Sec. ___.02.  STUDY AND REPORT.  (a)  In connection with the
commission's duties under Section 361.0151, Health and Safety Code,
the commission shall conduct a study to compare various strategies
to minimize litter and waste and to encourage recycling. The
commission shall analyze strategies used in other states,
including:
            (1)  bottle deposit laws and the impact of these laws
on litter reduction and recycling;
            (2)  voluntary and mandatory curbside recycling
programs and the impact of these programs on recycling;
            (3)  voluntary cleanup programs and the impact of these
programs on litter reduction; and
            (4)  other strategies that encourage litter reduction,
the collection of recyclable materials, and the development of
recycled products.
      (b)  The commission shall prepare a written report of the
findings of the study required by this section and submit the
report to the governor, lieutenant governor, and speaker of the
house of representatives not later than May 1, 2002.
      SECTION ___.03.  EXPIRATION.  This article expires January 1,
2003.
