Amend HB 2914 by adding the following new Section to read as
follows and renumbering subsequent Sections:
      Section _____.  If the comptroller is unable to certify
revenue to cover higher than expected utility costs under Section
52 of the Special Provisions Relating Only to State Agencies of
Higher Education under Article III of SB 1, and upon approval of
the Texas A&M University Board of Regents, Texas A&M University may
assess an annual utility fee not to exceed 125 dollars per student
to cover utility costs that are in excess of 110 percent of the
amount appropriated in Senate Bill 1, General Appropriations Act.
