Amend CSHB 3191 as follows:
      (1)  On page 2, lines 11-12, strike "In a county with a
population of less than 1.4 million, the" and substitute "The".
      (2)  On page 2, lines 13-14, strike "the county" and
substitute "a county with a population of less than 1.4 million
that is the county in which the majority of the territory inside
the municipality's corporate boundaries is located".
