Amend CSHB 3452 by striking SECTION 4.01 of the bill and
substituting the following:
      SECTION 4.01. This Act takes effect September 1, 2001, except
that SECTION 1.17 takes effect immediately if it receives a vote of
two-thirds of all the members elected to each house, as provided by
Section 39, Article III, Texas Constitution, and for the purposes
of application of SECTION 1.17 only, the effective date of this Act
is considered to be the date that SECTION 1.17 takes effect.  If
SECTION 1.17 does not receive the vote necessary for immediate
effect, SECTION 1.17 takes effect September 1, 2001.
