      Amend CSSB 1 as follows:
      (1)  Under the Article XI appropriations to the Texas
Workforce Commission (page XI-88), add the following appropriately
numbered rider:
      ____.  HIGH-TECH TRAINING FOR STUDENTS AT HISTORICALLY BLACK
COLLEGES AND UNIVERSITIES.  Contingent on the continuation of the
smart jobs program by the 77th Legislature and in addition to other
amounts appropriated by this Act, the sum of $250,000 is
appropriated out of the smart jobs fund to the Texas Workforce
Commission for the state fiscal year ending August 31, 2002, and
the additional amount of $250,000 is appropriated out of the smart
jobs fund to the Texas Workforce Commission for the state fiscal
year ending August 31, 2003, for the purpose of providing high-tech
training for students at historically black public and private
colleges and universities.  If the smart jobs program is not
continued in effect after December 31, 2001, by an Act of the 77th
Legislature at the Regular Session in 2001, this section has no
effect.
      (2)  Adjust the article totals (page XI-1) accordingly.
