      Amend CSSB 1 by adding the following rider to Article XI
following the section concerning Article IX:
      ___.  Contingency Appropriation for HB 657.  Contingent upon
the enactment of HB 657 or similar legislation relating to the
amount of hazardous duty pay for certain state employees, by the
Seventy-seventh Legislature, Regular Session, the Comptroller of
Public Accounts is hereby appropriated an amount estimated to be
$40,800,000 in fiscal year 2002 and $40,800,000 in fiscal year 2003
out of the General Revenue Fund for the purpose of implementing
that Act.
      The Comptroller of Public Accounts shall promulgate rules and
regulations as necessary to administer this section.  Funds shall
be allocated to each agency, and to the appropriate employee
benefit appropriation items in accordance with such rules and
regulations and may be used only for the purpose of providing
hazardous duty pay and paying associated employee benefit costs.
