      Amend CSSB 1 as follows:
      Under Article XII, Tobacco Settlement Receipts on Page XII-7,
add the following appropriately numbered rider:
      ___.  South Texas Hospital. Out of funds appropriated above
in A.1.11.Strategy: Healthcare Facilities to address the South
Texas Hospital , the construction of the initial facility  in
Harlingen takes priority and must be addressed first before any
additional facilities are designated funds allocated for the South
Texas Hospital.
