Amend the Kitchen amendment to CSSB 1 (page 13 of proposed
amendments packet) as follows:
      (1) On line 5, between "ACCIDENTS." and "The" insert:
It is the intent of the legislature that the Texas Department of
Health, pursuant to its authority under general law, undertake the
study described by this section.
      (2) On line 12, between "study." and "The" insert:
The study is intended only as a study and shall not impede any
particular pipeline from operation.
