Amend CSSB 1 as follows:
      (1) In Article II, add the following appropriately numbered
rider under the appropriations to the Texas Department of Human
Services:
      __. PROHIBITION ON ELECTRONIC IMAGING.  No funds appropriated
by this Act may be used to pay for electronic fingerprint-imaging
or photo-imaging of adult or teen parent applicants for or adult or
teen parent recipients of the Temporary Assistance for Needy
Families program.
      (2) In Article II, under the appropriations to the Texas
Department of Human Services, reduce the amounts appropriated from
the General Revenue Fund for Strategy B.1.2. (CSS Eligibility &
Issuance Services) (page II-57) by $1,512,103 for the fiscal year
beginning September 1, 2001, and $1,154,175 for the fiscal year
beginning September 1, 2002.
      (3) In Article II, add the following appropriately numbered
rider under the appropriations to the Health and Human Services
Commission:
      __. CONTINGENT APPROPRIATION: FAMILY-BASED ALTERNATIVES TO
INSTITUTIONALIZATION OF CHILDREN.  Contingent on the enactment and
becoming law of House Bill 1213 or similar legislation of the 77th
Legislature, Regular Session, 2001, requiring the Health and Human
Services Commission to establish a system of family-based
alternatives to the institutionalization of children, and in
addition to other amounts appropriated by this Act, the Health and
Human Services Commission is appropriated from the General Revenue
Fund the amounts of $1,512,103 for the fiscal year beginning
September 1, 2001, and $1,154,175 for the fiscal year beginning
September 1, 2002, for the purpose of implementing that
legislation.
      (4) Adjust the totals and methods of financing accordingly.
