      Amend CSSB 1 in Article II, immediately following the
recommended items of appropriation for the Department of Human
Services, by inserting the following appropriately numbered rider:
      __.  PROMOTING INDEPENDENCE.  It is the intent of the
legislature that as clients relocate from nursing facilities to
community care services, funds will be transferred from Nursing
Facilities to Community Care Services to cover the cost of the
shift in services.
