Floor Packet Page No. 33 Amend CSSB 1 as follows: (1) Under the Article II appropriation to the Special Provisions Relating to All Health and Human Services Agencies (page II-111), add the following appropriately numbered rider: Health and Human Services Increased Funding. The following amounts are appropriated to the agencies indicated out of the Economic Stabilization Account 0599. The amounts total $70,559,197 in fiscal year 2002 and $117,651,711 in fiscal year 2003. Agencies may transfer the funding to the appropriate strategies in the agency appropriation pattern. Adjustments to the number of Full-Time Equivalent positions to the Department of Protective and Regulatory Services are noted in e) below. a) $8,597,850 in 2002 and $8,973,140 in 2003 to the Department of Protective and Regulatory Services for a five percent Foster Care Rate Increase out of the Economic Stabilization Account 0599. These funds will draw an estimated $3,562,643 in fiscal year 2002 and $3,790,339 in fiscal year 2003 in federal funds. b) $1,221,741 in 2002 and $2,281,094 in 2003 to the Department of Protective and Regulatory Services for a five percent Adoption Subsidy Increase out of the Economic Stabilization Account 0599. These funds will draw an estimated $2,269,186 in 2002 and $4,207,924 in 2003 in federal funds. c) $35,588,530 in fiscal year 2002 and $80,858,593 in fiscal year 2003 to the Department of Human Services out of the Economic Stabilization Account 0599 for salary increases for community care attendants and nursing facility nurse aides. These funds will draw an estimated $63,379,385 in fiscal year 2002 and $143,916,935 in fiscal year 2003 in federal funds. d) $960,302 in fiscal year 2002 and $1,454,940 in fiscal year 2003 to the Department of Protective and Regulatory Services out of the Economic Stabilization Account 0599 for increased salaries for Child Protective Services workers. These funds will draw an estimated $444,058 in fiscal year 2002 and $673,722 in fiscal year 2003 in federal funds. e) $9,711,169 in fiscal year 2002 and $9,590,471 in fiscal year 2003 to the Department of Protective and Regulatory Services out of the Economic Stabilization Account 0599 to reduce Child Protective Services investigative caseloads. These funds will draw an estimated $4,490,599 in fiscal year 2002 and $4,440,942 in fiscal year 2003 in federal funds. In addition, the Full-Time Equivalent Position cap noted in the agency appropriation pattern is hereby increased by 358 positions in 2002 and 364 positions in 2003. f) $14,479,605 in fiscal year 2002 and $14,493,473 in fiscal year 2003 to the Department of Mental Health and Mental Retardation out of the Economic Stabilization Account 0599 to upgrade salaries for direct care contact staff and upgrade salaries for Nurses I through V. These funds will draw down an estimated $8,344,700 in fiscal year 2002 and $8,330,832 in fiscal year 2003 in federal funds.
