      Amend CSSB 1 in Article II by adding the following
appropriately numbered rider (on page II-111):
      ___.  Access to Health Care Services.  Notwithstanding any
other provision, an agency administering or responsible for any
part of the medical assistance program under Chapter 32, Human
Resources Code, may not adopt or implement any changes to
eligibility rules or procedures that would increase enrollment
unless the Health and Human Services Commission certifies to, and
receives prior written approval from, the Legislative Budget Board
and the Governor that the number of providers, including providers
of pediatric care, primary care, nursing home care, and home health
services, is sufficient to ensure quality health care services for
current enrollees and that access to health care services will not
be diminished due to the enrollment of additional populations.
