      Amend CSSB 1, on page III-24 in Article III by adding the
appropriately numbered rider after the appropriations for the Texas
Education Agency:
      ___.  The Texas Education Agency shall allocate an amount not
to exceed $1,000,000 in each year of the 2002-03 biennium to the
school districts for the operation and support of school district
based character education start-up programs.  Funds for this
purpose shall be allocated out of available program funds with no
more than $50,000 to one district.  Districts may apply directly to
TEA for character education funds.  The TEA will report to the
Seventy-eighth Legislature regarding their effort and success in
implementing this program.
      On page VII-18 A.1.2. Strategy: Marketing, Research, and
Promotion, reduce the amount by $1,000,000 in each year.
      On page III-5 B.2.8. Strategy: Character Education, increase
the amount by $1,000,000 each year.
