      Amend CSSB 1 by adding the following appropriately number
rider to Article III following the bill pattern of the Texas
Education Agency:
      __.  The Texas Education Agency shall develop and by rule
adopt an application form to be used by persons seeking agency
approval to provide adult education programs. The agency shall
consult with adult education program providers and other affected
persons in designing the application to ensure that the application
is designed for the convenience of an applicant and requires only
concise and specific information necessary to determine the
qualifications of an applicant. The agency shall solicit comments
and recommendations related to the effectiveness of the application
process from adult education program providers.
