      Amend CSSB 1 as follows:
      (1) Under the Article III appropriation to the Texas
Education Agency (page III-1), add the following appropriately
numbered rider:
      ADULT BILINGUAL CURRICULUM.  It is the intent of the
Legislature that the Texas Education Agency shall distribute any
funds appropriated above the 2000-20001 baseline funding in
Strategies A.1.1, A.1.2., A.2.1., A.2.2., A.3.1., A.3.2, and B.2.5
to cover, at a minimum, the direct costs for increasing the
commissions level of employment and training services offered
through locally based career development centers and establishing
an Adult Bilingual Curriculum Center.  Direct costs are estimated
to be at $300,000.
