Amend CSSB 1 by adding the following appropriately numbered
rider to Article IX:
      ___. LIMITATION ON CERTAIN FUNDS FOR PUBLIC SCHOOLS AND
PUBLIC LIBRARIES.  (a)  A public school that provides a computer
used to access the Internet that is not equipped with a technology
protection measure is not eligible for a loan or grant under
Subchapter C, Chapter 57, Utilities Code.
      (b)  A public library that provides a computer with Internet
access to the public is not eligible for a loan or grant under
Section 441.135, Government Code, or under Subchapter C, Chapter
57, Utilities Code, unless the public library:
            (1)  implements a policy establishing measures to
restrict minors from gaining access to obscene material on the
Internet; or
            (2)  equips the computer with a technology protection
measure.
      (c)  In this section:
            (1)  "Obscene" has the meaning assigned by Section
43.21, Penal Code.
            (2)  "Technology protection measure" means a technology
that blocks or filters Internet access to visual depictions that
are obscene.
