      Amend CSSB 1 as follows:
      (1) Under the Article XI appropriation to the Department of
Health (page XI-11), add the following appropriately numbered
rider:
      CONTINGENT APPROPRIATION: MEDICAID AND CHIP REIMBURSEMENT
RATES. Contingent on the enactment of HB 2470 or similar
legislation of the 77th Legislature relating to rates and
expenditures under the Medicaid and state child health plan program
in the Texas-Mexico border region and in addition to other amounts
appropriated by this Act, the sum of $95,543,522 is hereby
appropriated out of the General Revenue Fund to the Department of
Health for the fiscal year ending August 31, 2002, for the purpose
of eliminating the reimbursement disparities between the
Texas-Mexico areas and other areas of the state, and the additional
sum of $100,267,899 is hereby appropriated out of the General
Revenue Fund to the Department of Health for the fiscal year ending
August 31, 2003.
      (2) Adjust the article totals (page XI-11) accordingly.
