Amend CSSB 1 as follows:
      (1) In Article I, add the following appropriately numbered
rider under the appropriations to the Office of the Attorney
General:
      __.  NINE WEST SETTLEMENT DISTRIBUTION.  Out of the
settlement funds received as a result of litigation against Nine
West, the Office of the Attorney General is hereby directed to
distribute in fiscal year 2002:
      (a) $750,000 to a statewide legal organization working to
provide free legal advice, expand legal education, and promote
access to justice for poverty-level Texas women and children.
      (b) $450,000 to the Dallas Women's Foundation.  Of this
distribution, $200,000 shall be required to be used to research and
document the status of women and girls in the Dallas area and
identify the issues and challenges facing them, with specific
attention being given to women's health, economic issues, housing,
safety, family life, and support systems, and $250,000 shall be
required to be used to create a permanent fund within the Dallas
Woman's Foundation's endowment.  Those funds to be invested and a
minimum of 5% of the fund balance is to be used to make grants to
agencies serving women's health, educational, vocation and safety
needs.
      (d) the remaining balance of the settlement, after the
distributions required by subsections (a) and (b), to the Texas
Workforce Commission, which shall enter into a contract with a
non-profit organization that provides services for women
transitioning into the workforce.  Specifically, the organization
should provide services related to interview training, skills for
job placement, and providing clothing to women for interviews and
job placement at no charge to the recipients.  The organization
should also provide job retention assistance services for women
through a networking association.  The contract should require the
organization to use the distribution from the settlement to set up
an endowment. The earnings from the endowment should then be used
by the organization to provide the requested services to the Texas
Workforce Commission, in addition to providing technical support
and assistance for additional locations in the State of Texas.
      (2) In Article VII, add the following appropriately numbered
rider under the appropriations to the Texas Workforce Commission:
      __. AUTHORIZATION TO EXPEND FUNDS RELATED TO THE NINE WEST
SETTLEMENT.  Contingent upon receipt from the Office of the
Attorney General of funds from the Nine West Settlement, the Texas
Workforce Commission is authorized to expend such funds for the
purpose specified by the Office of the Attorney General.
