      Amend CSSB 1 by adding the following rider to Article XI.
      Required Action
      1) On the Department of Protective and Regulatory  Services'
bill pattern, increase funding for Strategy A.1.5., Foster
Care/Adoption payments, by $12,160,493 million in fiscal 2002 and
$12,763,479 in fiscal year 2003, financed as follows:

      2) Add the following intent rider to the Department of
Protective and Regulatory Services' bill pattern:
      ___.  Foster Care Rate Increase.  It is the intent of the
Legislature that from funds appropriated above in Strategy A.1.5.,
Foster Care/Adoption Payments, the Department of Protective and
Regulatory Services provide a 5.0 percent increase in  foster care
payment rates.
