      Amend CSSB 1 in Article XI of the bill by adding the
following appropriately numbered rider following the appropriation
in that article to the Texas Education Agency:
      ___. UNIVERSAL SCHOOL BREAKFAST INITIATIVE. In addition to
amounts otherwise appropriated by this Act, the amount of
$20,000,000 is appropriated out of the general revenue fund to the
Texas Education Agency for the state fiscal year ending August 31,
2002, and the additional amount of $20,000,000 is appropriated out
of the general revenue fund to the Texas Education Agency for the
state fiscal year ending August 31, 2003, for the purpose of
increasing the participation of students enrolled in kindergarten
through grade six in school breakfast programs under Subchapter Z,
Chapter 33, Education Code.  Any unexpended balance under this
appropriation remaining on August 31, 2002, shall be used for the
same purpose in the state fiscal year ending August 31, 2003.  Not
later than the 90th day after the last day of each fiscal year, the
commissioner of education shall submit to the governor and the
legislature a report on the effect of using funds appropriated for
the universal school breakfast initiative to increase participation
in school breakfast programs.
