Amend CSSB 221 by striking SECTION 8 of the bill (page 3,
lines 12-16, Senate Committee Printing), and substituting the
following:
      SECTION 8.  (a)  This Act takes effect August 1, 2001, if it
receives a vote of two-thirds of all the members elected to each
house, as provided by Section 39, Article III, Texas Constitution.
If this Act does not receive the vote necessary for effect on that
date, this Act takes effect on the 91st day after the last day of
the legislative session.
      (b)  The changes in law made by this Act apply only to a
contract for which requests for bids, proposals, or other
applicable notice of an intent to contract are published or
distributed on or after that date.
