Amend CSSB 311 as follows:
      (1)  In Article 9 of the bill, in the recital to SECTION 9.10
(Committee Printing page 31, line 21), strike "2167.105 and
2167.106" and substitute "2167.105, 2167.106, and 2167.107".
      (2)  In Article 9, in SECTION 9.10 of the bill (Committee
Printing page 31, between lines 35 and 36), add the following
section:
      Sec. 2167.107.  WAREHOUSE SPACE USE STUDY.  (a)  The
commission shall evaluate the operation of the first four
state-leased warehouses in Austin for which the leases expire after
October 1, 2001.  The commission shall work with the state agency
that operates the warehouse to reduce inefficient warehouse space
use and adopt practices that can reduce the agency's need for
warehouse space and eliminate warehouse leases.
      (b)  The commission and the state agency shall:
            (1)  identify excess inventory;
            (2)  determine the most appropriate ways to eliminate
excess inventory; and
            (3)  determine the extent to which the state agency
uses the following management principles in operating the
warehouse:
                  (A)  automated order processing;
                  (B)  training customers how to use the supply
system;
                  (C)  changing relationships with suppliers to
reduce inventory maintained by the state agency;
                  (D)  establishing supplier support agreements to
reduce the time for delivery from a supplier;
                  (E)  training supply staff to use information to
manage supplies; and
                  (F)  reducing administrative cycle times through
automation.
      (c)  The commission shall assist the state agency operating
the warehouse in developing a plan to reduce the need for warehouse
space by reducing inventory, selling surplus property, and
efficiently managing warehouse operations.  Each agency shall
include the plan as part of its strategic plan submitted under
Chapter 2056 during calendar year 2002.
      (d)  This section expires September 1, 2003.
