Amend CSSB 431 as follows:
      1) At line 5, page 4 add the following:
            (g) Each specialty license holder shall be required to
report to the Commissioner of Insurance annually the amount of
premium written, the number of policies sold and any other
information deemed appropriate by the Commissioner of Insurance.
      2) At line 6, page 4 insert Section 3 as follows:
      Section 3.(a) No residential landlord or property manager or
anyone within their employ can deny reasonable access to the
residential rental property by a local recording agent for the
purpose of selling the same or similar insurance.
      (b) A residential landlord or property manager that violates
or allows a violation of subsection (a) above is liable for a civil
penalty.  A civil penalty assessed under this section may not
exceed:
            (1) $1,000 for the first or second act of violation; or
            (2) $2,500 for the third and subsequent act of
violation.
      (c) At the Commissioners request, the Attorney General shall
file and prosecute a civil suit in a district court in Travis
County to recover a civil penalty under this section.
      3) Renumber subsequent sections appropriately.
