Amend SB 1185 as follows:
      (1) In SECTION 1 of the bill, at the end of proposed Section
246.001(3), Local Government Code, (Committee Printing, page 1,
line 23), insert "The term does not include a flood control
regulation."
      (2) In SECTION 1 of the bill, in proposed Section
246.003(d)(2), Local Government Code (Committee Printing, page 3,
line 19), strike "property" and substitute "expansion".
