Amend CSSB 1458 in the following manner:
      (1)  Amend Article III (page 9) by adding Section 3.02 to
read as follows:
      SECTION 3.02.  The provisions in Article III apply to the
extent that funds are specifically appropriated for the purpose of
Article III.
      (2)  Renumber the subsequent sections in Article III
appropriately.
