SRC-MKV H.B. 108 77(R) BILL ANALYSIS Senate Research Center H.B. 108 77R1744 MTB-DBy: Flores (Truan) Education 4/23/2001 Engrossed DIGEST AND PURPOSE Paraprofessionals, including teacher assistants, instructional aides, educational trainers, and many others are largely unrecognized for their assistance in easing complications created by growing class sizes and shrinking school budgets in Texas. H.B. 108 establishes Public School Paraprofessional Day. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 662C, Government Code, by adding Section 662.049, as follows: Sec. 662.049. PUBLIC SCHOOL PARAPROFESSIONAL DAY. (a) Provides that the second Wednesday in May of each year is Public School Paraprofessional Day in recognition of education paraprofessionals including teacher assistants, instructional aides, educational trainers, library attendants, bilingual assistants, special education associates, mentors, and tutors. (b) Requires Public School Paraprofessional Day to be regularly observed by appropriate ceremonies and activities in the public schools and other places to properly recognize the paraprofessionals who have made tremendous contributions to the educational process. SECTION 2. Effective date: upon passage or September 1, 2001.
