SRC-JEC H.B. 119 77(R) BILL ANALYSIS Senate Research Center H.B. 119 77R933 KLA-DBy: West, George "Buddy" (Duncan) Intergovernmental Relations 5/6/2001 Engrossed DIGEST AND PURPOSE Under current law, a person must file a petition with the secretary of the board of directors of the Ector County Hospital District (district) not later than the 31st day before the election if the person wishes to be named on the ballot as a candidate for director of the Ector County Hospital District. H.B. 119 increases the amount of time the administrator has to print, mail, and receive ballots by making the filing date not later than 5pm of the 45th day before the election. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 4.05(b), Chapter 550, Acts of the 71st Legislature, Regular Session, 1989, to require a petition for a place on the ballot for the board of directors of the Ector County Hospital District to be filed with the secretary of the board not later than 5 p.m. of the 45th, rather than the 31st, day before the date of the election. SECTION 2. Effective date: upon passage.
