SRC-JBJ H.B. 149 77(R) BILL ANALYSIS Senate Research Center H.B. 149 77R1141 DWS-DBy: Wohlgemuth (Carona) State Affairs 5/11/2001 Engrossed DIGEST AND PURPOSE Current law requires the Texas Department of Transportation to issue a specially designed license plate for a vehicle owned by a surviving spouse, parent or adult child of a person killed in the line of duty as a peace officer. Siblings and stepchildren of, or children adopted by, a person killed in the line of duty as a peace officer are not currently eligible to receive the specially designed license plate. H.B. 149 requires the Texas Department of Transportation to issue a specially designed license plate for a vehicle owned by a brother, sister, adopted child, or stepchild of a person killed in the line of duty as a peace officer. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 502.289(a), Transportation Code, to require the Texas Department of Transportation (department) to issue specially designed license plates, rather than licensed plates, for a vehicle owned by a person wounded in the line of duty as a peace officer or a surviving spouse, parent, brother, sister, or adult child, including an adopted child or stepchild, of a person killed in the line of duty as a peace officer. SECTION 2. Effective date: September 1, 2001.
