SRC-JBJ H.B. 150 77(R) BILL ANALYSIS Senate Research Center H.B. 150 By: Jones, Delwin (Wentworth) Redistricting 5/9/2001 Engrossed DIGEST AND PURPOSE Every ten years after the decennial census, Texas' state senate, state representatives, and U.S. congressional districts, as well as other districts such as school board districts, are redistricted to comply with federal and constitutional provisions. H.B. 150 offers a redistricting plan for the districts of the Texas House of Representatives. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS ARTICLE I Provides that the districts of the Texas House of Representatives are composed respectively of the counties or parts of counties as described in Article II of this Act. ARTICLE II Sets forth changes to the composition of certain state house districts. ARTICLE III SECTION 1. Defines "tract" and "block." SECTION 2. Sets forth legislative intent. SECTION 3. Repealer: Chapter 2, Acts of the 72nd Legislature, 3rd Called Session, 1992 (Article 195a-11, V.T.C.S.), as amended. SECTION 4. Provides that the districts set out in Article II of this Act apply to the election of the members of the Texas House of Representatives beginning with the primary and general elections in 2002 for members of the 78th Legislature. Provides that this Act does not affect the membership or districts of the Texas House of Representatives of the 77th Legislature. SECTION 5. Effective date: upon passage or September 1, 2001.
